Ex Secretary amasses Tk 1.35cr illegal assets

The Anti-Corruption Commission (ACC) has found that former Rural Development and Cooperatives Secretary Dr. Prashant Kumar Roy amassed Illegal assets worth Tk 1 crore, 34 lakh, and 92 thousand.

The revealing information was made public in a case filed on Monday by the ACC against the former government servant.

ACC’s Deputy Director Moshiur Rahman filed the case at the Integrated District Office (Dhaka-1) of the anti-graft body.

The case statement stated that Prashant Kumar submitted the assets statement to the Commission on February 2, 2020, wherein he said that he had immovable assets of 1 crore, 64 lakh, 80 thousand taka, and movable assets of 1 crore, 13 lakh, 87 thousand taka. That is, his movable and immovable assets were 2 crore, 78 lakh, and 67 thousand taka.

However, the investigation found that apart from the assets received from his father, information on immovable assets worth Tk 2 crore, 85 lakh, 29 thousand, and 881 was found in various sectors, including the construction of paved buildings, purchase of land, plots, and flats.

Apart from this, information on movable assets of Tk 1 crore, 18 lakh, 87 thousand, and 540, including cash, savings paper, an excavator (digging machine), furniture, electronic goods, and cash in hand, is available.

In other words, movable and immovable assets totaling 4 crore, 4 lakh, and 17 thousand taka. According to this, he has hidden information worth 1 crore, 25 lakh, and 49 thousand taka. His total acceptable income is 4 crore, 75 lakh, 3 thousand, and 287 taka.

Construction of a two-story building at a cost of Tk 10 to 15 lakh on a portion of 5.21 acres of land in Batiaghata, Khulna, and bought 50 decimal of the land for Tk 1.5 crore. 

Paikgacha in the district has 1.72 acres of land. 8 decimal of the land worth Tk 2 lakh in Savar Upazila of Dhaka, and a flat of 1070 square feet in Mohammadpur Kaderabad is worth Tk 40 lakh and 50 thousand. There is a flat of 1200 square feet in East Zafrabad, Mohammadpur, that is worth Tk 50 lakhs. He bought a 300-square-foot room on the third floor of Green Super Market on Green Road for Tk 11 lakh.

He bought a car in 2013 for 23 lakh taka. In 2018, he bought an excavator for 16 lakh taka. 1 lakh, 44 thousand taka in the Sonali Bank Karwan Bazar branch, and 5 lakh, 10 thousand taka in the Dilkusha branch of NBL Bank in Dhaka.

A total of Tk 35,95,607 was sent abroad through the banking channel for the education expenses of two daughters. They studied in Australia.

According to the ACC, he was the director of the 'Ekti Bari Ekti Khamar’ Project'. He did not pay the bill to FDC after making a film called 'Kistir Jalla' at a cost of 16 lakh 81 thousand. He purchased furniture worth Tk 4 crore, 65 lakh, from Otbi Limited without using the open tender procedure of PPR-2008.

He bought substandard laptops that could not be used. He took a huge commission by setting up internet-based stations in every upazila through his friend's company, ‘Always On Network.’

ACC says he has anonymous investments in Denim Polymer Industries Limited and Denim Export Processing Limited, as evidenced by email and mobile conversations with Australian expatriate Enamul Haque.

The director of that institution, Dr. Neyamul Bashir, and the director, Dr. Riaz Shahid, are friends of the accused, Prashant Kumar Roy.
