Many govt officials not heeding transfer order

It is becoming a culture not to join the new workplace even after transfer and stand release of the administration officials. Along with senior officials, junior ones are also alleged to be doing this. Among them, it is said that the officers of the Anti-Corruption Commission do not want to join the new workplace if they are transferred.

According to related sources, although the transfer was done in the public interest, many officials of the administration are disobeying it. They do not comply with the transfer order. Because of this, about 35 officers have been released on stand in the last one year. 

Despite that, they illegally remain at their previous workplace. Apart from this, in the last two to three months, more than 100 officers did not join the workplace even after the transfer order. Again, many officials appealed and cancelled the transfer order.

Despite the transfer of vacant posts in the administration, most of the officers are keen to stay in their preferred jobs. As a result, government services and activities are being disrupted as the transferred posts remain vacant for a long time. But as per Section 81 of the Service Rules, an officer gets a maximum of six days to prepare for joining the new post after the transfer order and they do not get preparation time if transferred to the same city.

In this regard, Mohammad Mezbah Uddin Chowdhury, senior secretary of the Ministry of Public Administration, told The Daily Messenger, “We are releasing the stand if the administration officials do not join even after transferring them. If they do not join the new workplace even after the stand release, the employment will become irregular.”

According to sources, five to seven additional secretaries, joint secretaries and 12 deputy secretaries have been released on stand release from last January to this month for not complying with the transfer order. Of these, two additional secretaries and two deputy secretaries joined the new post three months after the transfer. Besides, Additional Secretary Jobaida Begum, attached to the Ministry of Social Welfare, was transferred to the Ministry of Liberation War Affairs, but she did not join. She is alleged to have cancelled the transfer order by pleading to the contrary.

Among them, 117 people have been promoted from joint secretary to additional secretary in the administration. Many of them are assigned to deputation. But many of them did not join the new workplace. On April 1, an order was issued for the transfer of Director General (Additional Secretary) of Anti-Corruption Commission Md Rezanur Rahman by order of the President, signed by Alamgir Kabir, deputy secretary of the Ministry of Public Administration. But he is not joining the power ministry even though it was issued in public interest.

Public Works Department Noakhali’s Executive Engineer Saad Mohammad Andalib was transferred from Noakhali to Feni Public Works Department in a notification signed by Mohammad Shamim Akhtar, chief engineer of Public Works Department, on March 20. In the same order, Executive Engineer of Feni Public Works Department Kamrul Hasan has been replaced by Saad Mohammad Andalib in Noakhali.

The letter also mentioned that this order will be effective immediately. But after the notification was issued, Saad Mohammad Andalib started lobbying in various quarters to prevent the transfer. On April 4, through a syndicate of the ministry, Saad Mohammad Andalib tried to prevent the transfer by creating a fake DO letter signed on the official pad of the Minister of Road Transport and Bridges Obaidul Quader MP and submitting it to the Ministry of Housing and Public Works on April 8.

But later, the DO letter submitted to the Ministry of Housing and Public Works was revealed to be fake on April 15. Later, his transfer notification was postponed, and he was issued a transfer notification to Lalmonirhat last Thursday.

In this regard, former secretary Abu Alam Shahid Khan told The Daily Messenger that due to the weakness of the administration, incredible incidents of not joining new workplaces are happening even after transfer and stand release. “And this is happening due to lack of coordination, command and control.”
